Improvements to issue assignment

- don't assign if the issue is created by a maintainer - they can assign someone manually
- no need for the "plus one", it confuses the reaction and isn't necessary
- I'm not sure we need the "Selected Assignee:" stuff - isssues don't go back and fourth between the reviewer and the creator
I think it's just round robin assignment on creation.
- Do nothing on reopening
