Add configuration file

Right now there is almost nothing to configure on Librarian, but that might change in the future (hopefully?). The only thing that would be cool to customize now is the directory where librarian stores the books (~/.library).
I think we should follow the good practice of putting the configuration under ~/.config/ as other applications. I have no idea what's the equivalent folder on Windows tho.
