Error 215, can't load the program

the manifest can be loaded and run the SteamVR,but when i try to straightly run calibrator it will appear a unknow error 215 dialog
I had the same issue. Fix it by actually launch the calibrator from inside of steamvr.
I used to double click on the space calibrator .exe from desktop, which will pop up the 215 error.
