New quiz targets ends up resubmittable

Describe the bug
Quiz submissions shouldn't be resubmittable. But currently any new quiz targets that are created, would show the "Add another response" button after a response is submitted.
To Reproduce
Steps to reproduce the behaviour:
- Create a new quiz target
- Go to complete target tab of a student. Submit the quiz
- You will see the "Add another response" button
Expected behaviour
"Add another response" button shouldn't be visible for quiz targets
