Actions - remove Ubuntu 18.04 ?

Ubuntu 18.04 is deprecated in Actions. Ok to remove?
JFYI, Actions/setup-ruby is having issues with Ruby 2.5 and earlier re RubyGems & Bundler. Fix being discussed.
