5.6.4 jruby gem release

Apologies if I'm rushing to a conclusion here but I noticed 5.6.4 is out https://rubygems.org/gems/puma/versions/5.6.4 but there's no java platform counterpart. if y'all are working on getting it publish go ahead and close the issue, otherwise pls publish the jruby gem as we'd like to include it in an upcoming Logstash release.

I released it a few minutes after you posted https://rubygems.org/gems/puma/versions/5.6.4-java
I had some trouble w/my local build env which led to the delay.
