Please implement Google Cloud Storage for SW

We need to move SpectralWorkbench to Google Cloud File Storage in order to migrate its hosting.
Please model after publiclab/plots2#9807
I'll make a naive attempt but this should be reviewed by a person more familiar with rails and further tested in stable.
