Allow ProudCity admins to control content of WP Dashboard widgets

Kevin/Luke should be able to control the number of widgets in the WP Dashboard an to a certain extent their content. At the very least we should be able to update the non RSS feed widgets and define icon, color, content, heading.

Update method ideas

• rss feed on a site (maybe help.proudcity.com) with a custom post type
• something in the new my.proudcity.com dashboard that allows them to change the content
