Handle whitespaces in HuggingFace URLs

Describe the bug
When scanning hugging face models, modelscan is not properly handling whitespaces and crashing.
To Reproduce
Steps to reproduce the behavior:
- pipe install modelscan
- modelscan -hf stabilityai/StableBeluga2
Expected behavior
modelscan should escape these URLs properly.
