Add 'CC-MAINTAINERS' via package list reading

Iterating the package list and CCing maintainers of packages would be pretty useful to ensure they're aware of an intention to stabilise/keyword their package(s) as a dependency.
I propose a 'CC-MAINTAINERS' (or 'CC-MAINT') keyword which Nattka processes as above.
Or maybe we should just do it unconditionally on CC-ARCHES.
