Enhancement for run_from_package=0

We would like to add functionality to RUN_FROM_PACKAGE=0 to support using the current build manifest and not depend on the previous deployment manifest to do the comparison of the existing and delete the files from the wwwroot.

This feature should take a snapshot of the existing wwwroot, delete its contents, then unzip the deployed contents.
