SCM site speed is always Slow.

[Issue]
This is not obvious issue but I feel processing speed of operation at SCM site (Not Kudu lite but legacy kudu page) from portal is always too slow (takes tens of seconds to show top page of SCM site, and takes tens of seconds to show directly structure) and also unstable.

Detail of unstable situation:
・Contents of directory are sometimes not shown from Portal. (Even after waiting several minutes, same..)

This is not temporary but i feel it's always slow.

[Repro steps]
I could repro this when I simple created new WebApp (I've confirmed Windows/Java) with new App Service Plan.

Assumption : My Internet speed is not too slow.

Initially i thought this is due to many apps are running on same app service plan but even when I create new app on new serverfarm, it was too slow.

Also i thought app service plan sku may be the bottle neck but even after changing it from free to standard, it was same..

Please kindly confirm whether kudu performance mentioned above can be improved or not.
