[REQ] classify CI runs as informing or blocking

What is your request or suggestion?
It is hard for contributors to know which CI runs are informing (for example, vuln checks for doc changes) and which ones are blocking (for example, e2e tests for code changes).
we should name the CI with [informing] or [blocking] prefixes to indicate this behavior
