Remove links from nav headings

Currently in Doctocat the headings are also used as links. This creates inconsistency in usage as some of our docs sites (CSS, Octicons) for overview information but other sites (React, ViewComponents, Interface Guidelines) do not link the heading but they all still have hover states making them feel like broken links.
To aim for a more consistent navigation experience, let's move away from linking the heading of navigation groups and moving the content in those pages to an "Overview" page.

From our conversation today, we're going to hold off on this while we sort out the navigation IA for the docs sites. A follow up comment will be posted when we're ready to implement.
