Create Presto edge release pipeline

This pipeline runs weekly on every Tuesday 12 PM PT, automatically. It can also be triggered on-demand.

This pipeline check the latest stable release and the latest edge release, increments the edge build number and create a new branch. The corresponding release artifacts will be tagged based on the build number.
