18-04-2021: Fixed Let websites provide locally relevant content by accessing my language list and Personal typing and inking dictionary not turning off. Tests passed on Windows 10 RTM OS builds 19042 and up

Issue detected - January 2021
A fix has been implemented and is under testing. Tests currently passing on Windows 10 Insider Dev builds 21286 and up.

Turning off Background apps results in Windows Search no longer reflecting index updates
Tests are passing on Windows 10 Insider Builds 21286 through 21376 and up.
Tests are passing on Windows 10 Semi Annual Channel OS Builds 18362 to 19043 and up (release to manufacturing channel).

Since this isn't an issue that concerns the OS itself, I'm not mentioning the exact OS builds this has been tested on.

Microsoft Defender false positively flags, terminates and deletes CleanWin executable while its running
CleanWin release ZIP fails to download with the error message: "Couldn't download - Virus detected"
File was submitted to Microsoft for a manual scan, tagging the detection as false positive. Microsoft has removed the detection.

Turning off "Web Browsing - Restore recommended promo in Settings" no longer works in newer versions of Windows Insider Dev channel
Hence its function calls have been temporarily commented.
