Handle Special Emoji

The Special Emoji sources are not part of the GitHub releases, 64px is no longer being included in the releases, and old releases have been removed from the server.
Need to compile a 64px version by scaling down the 128px or 512px PNGs or rasterizing the SVGs.

Fixed by upgrading to the 128px
