Describe the current behavior
ShuntCompensatorModification doesn't change the voltage setpoint of a shunt compensator in voltage regulation mode when it is reconnected.
Describe the expected behavior
ShuntCompensatorModification should change the voltage setpoint of a shunt compensator in voltage regulation mode when it is reconnected (similarly to what is done for generators).
