currently the config supports netems that cause blanket disruptions
in order to target ingress traffic or to specify target this source ip only, there are additional setup commands involved
one simple solution is to package https://github.com/thombashi/tcconfig
l looked at tcconfig, and I think that it could be another mutation option, in parallel with tc and toxiproxy.
