Pull Requests Should Require X Boost POW Difficulty Before Merging Is Possible

If we have a way to track how much boost each pull request has then players can know when it's important to spend energy reviewing merges, and when they should wait.
Currently there are many pull requests across many projects but we don't have a costly signal to determine which are most important and when.
would be cool to add a minimum difficulty as a condition for a PR to be mergeable
