Outgoing mail spam check not working

Describe the bug

I set an "Outbound spam threshold" in "Settings > Advanced settings" and it is showing in "Settings > Spam":

Spam is set to "Fail" in route:

But incoming messages are not checked for spam before being routed:

To Reproduce

1. Configure a server with a route for "forwarding" incoming mail.
2. Set threshold for outgoing mail.
3. Wait for spam to arrive.
4. See that message is not being checked.

Expected behaviour

Message being checked.
