Delete `lib/tasks/roadmap_translation.rake` And its Generated File

• It appears that this rake task pre-dates our customisation of the translation gem. Since we now have 'Theme' => %w[title description] included in our config/initializers/translation.rb config.db_fields hash, we should be able to delete lib/tasks/roadmap_translation.rake and the file it generates (app/views/translation_io_exports/_themes.html.erb) from the codebase.

One thing that I like about this old approach, is that enables translation.io to provide the context. Our current approach, with our customised version of the translation gem, does allow translation.io to fill in context.
