PopOS! Wont properly shutdown my pc.Fans still on.

Issue/Bug Description:
I have had issues with multiple distributions based on debian(for them i am sure) that wouldnt allow me to properly shut down my computer.
The journalctl logs are regular and the pc is supposed to shut down but all i get is a blank screen and the fans are still spinning.
The hardware is this:
AMD Ryzen 7 7700X
ASRock B650M-HDV/M.2
Gigabyte RADEON 7800XT
6.8.0-76060800daily20240311-generic kernel
I have tried old ubuntu "fixes" ( the equivalent in pop os) which is trying kernelstub setting such as acpi=off or acpi=force and apm_poweroff=1
I have also tried a fix from other people that had this issue with PopOS! here which includes commenting cryptswap lines in /etc/fstab and
shutdown.log

I have read on the Mint forums that this was a bug with AMD Integrated Graphics which got resolved in Kernel 5.14 or something.
All i want to do is fully quit windows and this has deterred me multiple times.
Please help.

Steps to reproduce (if you know):
Shut down?(gui button or any known terminal command)
wait
pc still on

Expected behavior:
pc shuts down

This sounds like an issue that would need to be solved in an upstream project, likely the kernel as you're referring to, if it's not a configuration issue.

Since the log looks like the OS has stopped, have you checked around your BIOS/UEFI settings to see if anything related to power settings are there, and/or tried resetting your BIOS/UEFI settings to default?

I have fiddled with all the power based hardware settings , also tried different TPM settings and a stock bios config. Nothing really seems to work since that seemed to solve somebodies same issue on a Thinkpad.
