Plugin conflict with Bootstrap 3 Shortcodes

Description

When the plugin "Bootstrap 3 Shortcodes" is active in Wordpress, the "Import Template" no longer works (the fly-down panel won't display.)

Steps to reproduce

Fresh install of Wordpress 3.6.1
Install https://wordpress.org/plugins/bootstrap-3-shortcodes/
Test "Import Template" button in Elementor > Library

Environment

Wordpress 3.6.1 standard installation.
