FEAT: Introduce new CI for arm64 and/or ppc64le
Rationale
It seems that since Travis ended up its operations there is no PMDK CI using either arm64 or ppc64le. Since this code base is still in the source code it would be good to build and test it.

It is not considered vital at the moment. So, we do not have the resources to fulfil this request. Sorry.
