Time for a new release?

Noting that 0.9.18 was back in 2017 now, and quite a few changes have been made to bring things up-to-date in the master repo.
The next release will occur after releases for snakeoil/pkgcore/pkgcheck are done, probably sometime this month.

0.10.0 is now released, it should be on the pypi mirrors shortly.
