ScrollBox not scrolling on mousewheel event in Firefox

Expected Behavior

ScrollBox to scroll

Current Behavior

ScrollBox doesn't scroll

Steps to Reproduce

Open https://pixijs.io/ui/storybook/?path=/story/components-scrollbox-use-graphics--use-graphics in FireFox and use mouse wheel to scroll the content.

Environment

• Browser & Version: Firefox 115.0.3
• OS & Version: macOS 13.4.1
• Running Example: url
