Possible stunnel4 memory leak

We install stunnel4 from jessie-backports because the stunnel jessie version (3:5.06-2+deb8u1) is buggy under certain circumstances.
However, it looks like the jessie-backports version (3:5.30-1~bpo8+1) has a memory leak, see https://0xacab.org/leap/platform/issues/8746#note_95064.
Micah will try to backport the stretch version (3:5.39-2).
