ship our own phantomjs

builds always fail because phantomjs could not be downloaded. We should ship our own version to make the build mor stable
to qa: look at the logs of the pixelated-platform pipeline and see that phantomjs does not get downloaded from bitbucket.org anymore
I can see in the logs: contain File[/usr/local/bin/phantomjs].
And I'm not seeing any bitbucket download anymore.
