banner not shown on try

our puppet-pixelated install overwrites the default config of pixelated-server.
As a result, the EXTRA_OPTS do not contain the banner anymore.
We should ensure that we have a default banner and always use it.
the default banner was added in pixelated/pixelated-server@af1f6a8
lets see how the next staging/try deploy look
