Make updating the package cache more robust

One of the most frequent issue with deploying/upgrading leap_platform is apt-get update failures, which completly breaks a whole deploy because so many parts depend on an functional package cache (see #18 (comment) and https://leap.se/code/issues/1091).
One idea would be to write a wrapper script that tries other mirrors from a list in case that the default mirror breaks.
The Pixelated team is stopping active development for this project. We hope that it will be picked up in the future though but for now it doesn't ake sense to keep this issue open.
