Pixelated-dispatcher-manager should give feedback when starting fails

at the moment, the user doesn't know if it is started successfully or not:
root@donkey:/etc/check_mk# /etc/init.d/pixelated-dispatcher-manager start
Starting pixelated-dispatcher manager: pixelated-manager.
root@donkey:/etc/check_mk# /etc/init.d/pixelated-dispatcher-manager status
pixelated-manager is not running ... failed!
Should we close this issue considering we don't use dispatcher anymore?
