Switch to `peerDependencies`

The other ecosystem packages have recently started using peerDependencies. Can we alos move the @effect/* deps in this package to peerDependencies?

Done! (also updated to the latest effect "framework" version)

BTW, you might wanna consider using https://github.com/tim-smart/sqlfx instead. It's more actively developed and considered the "official" SQL solution.

Thanks! Yeah we are using Tim's package for all our "new" stuff but I've got an existing project that's using this one :-). Will migrate that over eventually. Thanks for shipping the peer deps so quickly!
