Add Version Check / Update to composer.json

Requires:

• phpbb/phpbb#2309

We need to figure out where the version file will be hosted. And also we need to decide if this is worth doing (ie: remembering to keep the version file up to date)

Yes, I'm for github 👍
In the future the ext version file can be stored in exts DB. I hope that will be possible.

It has been decided that the version file will be hosted on phpbb's version sub-domain, as this is an official phpbb project.
