Add LED flasher diagnostics

Flash the LED on the main board to show operational status:
1 flash: looking for DHCP
2 flash: found DHCP, negotiating IP
3 flash: got IP, looking for NTP response
Solid: Everything is working.
1 quick flash: Advancing one hour due to user input
2 quick flashes: Advancing two hours ... etc.
Continuous quick flashes: "RUN" mode due to user input
