Finish train troops immediately

Tutorial must train troops immediately
Troops are now created instantly.
But there is a bug, even you choose create 1 troop it creates 3 and marks as finished quest. I guess because it is hardcoded for tutorial.
Code isn’t check resources again when you spend it.
