This Issue is about

An error in the documentation

All urls of https://photonstorm.github.io/phaser-ce/ show a 404 page.

The WayBackMachine has a working backup from September 2023. Link to waybackmachine backup

So it probably went offline some time after that.

Let me know if and how I can help bring it back online.
