Does PGINA LDAP plugin create local user as per the LDAP server

Hii,
I am using the PGINA 3.9.9.12 and I have done all the setup on my PGINA installed in my windows 10 machine however when I just select LDAP plugin it partially connect to LDAP server but I am not able to login in my machine says user name or password incorrect however when I just select local plugin and do the same it connects fine and create local user aswell
