Skeletons not triggering

Vim: Version 8
Skeletons: Latest

I enter the command ":e test.js" and all that happens is an empty file opens. :SkeletonsOn, :SkeletonsOff does nothing. The script is loaded, using pathogen. It shows up in the script details. I also have not changed the default skeletons file, and am using a default example.
