Improve INSTALL documentation

As commented on the 1.50 release announcement on dev.to, the installation documentation is not very helpful.
I think you need to update the INSTALL file, because there's neither a Build.pl nor a Makefile.pl in the repo.
The instructions cannot be used on the repository contents, but require a tar-ball release generated by Dist::Zilla.
