upgrade pelias/parser

we're currently pinning pelias/parser to a branch "pelias-parser": "pelias/parser#remove-unit-type", but this branch has become out-of-date fairly quickly: pelias/parser@remove-unit-type...master
we need a strategy to either revert to semver versioned releases or update that branch.
In particular I'd like to bring in the changes from pelias/parser#141
