Is this list still relevant to use ?
To be honest, probably not. It is meant as a deterrent against people misusing the DMCA to target blocklists. But since the original case, I haven't been aware of other cases of this happening, and I am not sure if the current domain list is currently in use.
That said, the domains in this list were known to at one time be used as a way to work around users' privacy choices, and I doubt these domains have any use other than that, so I don't see any harm in continuing to use this list.
