Slightly late, but as promised, here is a proposed PATWG charter.

We have created a new repo to discussion the Private Advertising Technology WG charter. I will transfer this issue there. A PR will arrive shortly in that repo with the 1st draft of the charter, based on Eric Rescorla's and other's input (many thanks), that we can iterate on.
