The spec should have a privacy indicator requirements section.

Discussion on this site and in the explainers rely on the idea that browsers should provide affordances for users to understand and accept the use of the API, either as a feature or possibly at the topic or even the topic-site pair level.
The spec should have a section like other policy-controlled features. See, for example, this section of the media capture and stream spec.
If the explainer and other commentary state that these features are suggested, then the spec should, in fact, suggest them.
