One elastic chain on Rococo

Once everything is in place, launch a fixed factor scaled parachain on Rococo as a demo/test in real network.
Rococo will be decommissioned in the near future. So, this should go to Westend or Paseo.
This will happen on Westend right after the Slot based collator release.
