[Tracking] Cron job for updating the registry

#98 sets the cron job to every 24 hours, and once paritytech/asset-transfer-api#327 goes in we can revert the cron jobs to every hour

For now I think 24 hours seems to be working well. Closing this for now as we don't need to set it to every hour.
