Context

The maintainers will be releasing a major version (v1.0.0) of the cpython buildpack soon.

This also means that all support for buildpack.yml configurations will be removed.

Proposal

Remove support for buildpack.yml support configurations.
Remove/Change all documentation in all READMEs /docs to reflect that buildpack.yml configurations are not supported.

Is there an expected timeline for cpython v1.0.0?

I think this is good to go. There are no other buildpacks in the python ecosystem that use buildpack.yml and there are no other breaking changes on the roadmap that could/should be bundled with this breaking change.
