Error on zero buff calculation

Describe the bug
If you chose some buff like Volt's shield, which have a static value, it still counted in final calculation even if the value is 0
To Reproduce
Steps to reproduce the behavior:
- Go to mod build
- Make a buff that have static value
- Turn the value to 0
- See error
Expected behavior
It should be ignored if the value is 0, as it is not a mod that have lv0
