Error building wheels: cmake installation

The wheels no longer build by installing cmake via pip. https://travis-ci.org/oxfordcontrol/osqp-wheels/jobs/580404236#L698 cmake is listed both as build and test dependency.
It seems that cmake is not recognized despite the pip installation. It was working well before but I am not sure what changes. The windows wheels work fine.
@matthew-brett do you have any idea why this is happening? any help would be appreciated.
