Why is form registration disabled?

Why is the registration on the forum disabled? I don’t remember my original username and password so I wanted to register with a new account because I’m facing an issue that I’m hoping to be able to get it resolved.
everything is working perfectly except for some people when they send me an email I never receive it and when I try to send an email out they never receive it so I’m trying to resolve this issue.
I have Debian 9.11 (X86_64)
To my knowledge, I believe I have the updated version of VistaCP.
i’m not sure where to even go to try to attempt to fix this or where to provide additional information in order for anyone to be able to assist me.
Issue has been fixed.
